I think this is a bit too reductive, since different forms of Islam interpret the Quran differently. Nevertheless the verses you quote imply exactly the conclusion you draw.

Many Muslims seem to act more out of fear of Shaetan (Satan) than Allah, moreover. If the Tempter pulls you away from true belief, then you incur the wrath of Allah and perhaps deserve to die.

But it must said that Christians like me have also drawn a similar binary view from the Bible, and used it to justify violence as well.
